Compliance Data Analyst (RA3)

What you will do!
You will serve as a liaison across HSD and OHA units to inform development of MCO performance system!
You will develop MCO performance system database to monitor performance track MCO deliverables and evaluations!
You will plan research and audit studies to ensure MCO compliance with state and federal Medicaid Managed Care requirements!
You will analyze, validate and interpret data; write statistical or narrative summary reports, and articles; and serve as technical consultant!

WHAT WE ARE LOOKING FOR:
Minimum Qualifications
·        A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports;
·        OR four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.

Requested Skills
·        Experience in creating and maintaining a work environment that is respectful and accepting of diversity among team members and the people we serve.
·        Knowledge and experience with Centers for Medicare and Medicaid Services (CMS) waiver and demonstration projects.
·        Experience interpreting, applying and enforcing relevant federal and state Medicaid laws and regulations, including Medicaid Managed Care regulations.
·        Knowledge and experience with evaluating the cost effectiveness, access, and quality of health care programs.
·        Knowledge and understanding of health care metrics. 
·        Experience using expenditure and utilization data and trends to manage, plan, and evaluate cost effectiveness, access, and quality of medical program and drive change to create improvement strategies.
·        Problem solving skills including the ability to analyze, interpret, and explain technical data and recommend actions based on analysis of data findings.
·        Ability to design survey instruments for gathering and reporting data at individual and aggregate levels.
·        Ability to present reports and narrative summaries to a lay audience verbally and in tabular, graphic, or pictorial form.
·        Ability to manage and coordinate research projects.
·        Excellent verbal and written communication skills.
·        Detail oriented.
·        Ability to manage multiple competing priorities, build consensus and collaborate with teams.
·        Abiltiy to work effectively with internal and external agencies and partners.
·        Extensive knowledge of research designs, methods and advanced analytical research techniques; methods and procedures of technical report writing; computer concepts, applications, and capabilities including systems design, elementary programming languages, and statistical or quantitative analysis software packages as related to research studies.
·        General knowledge of sampling theory and design for data collection and analysis, query and reporting tools and database design, web-based software tools, and social, economic and industrial trends.
·        Basic knowledge of forecasting techniques and simulation models, business analysis methods, and project management principles and methods.
