IT Business Analyst & Software Quality Assurance Tester, Public Health Laboratory

 

As an IT Business Analyst & SQA Tester, you'll support mission-critical systems for the Public Health Lab. You'll develop, implement, and maintain reliable IT solutions that aid in vital public health decisions, impacting the entire state and even national efforts like the COVID-19 recovery. Collaborating with a dedicated team, you’ll work with various stakeholders, including local health jurisdictions, hospitals, and the CDC, ensuring our systems are of the highest quality and accuracy.

 

In this role, you'll provide technical leadership, mentor fellow analysts and testers, and utilize your skills in business and data analysis, software requirements management, and quality assurance testing. Your efforts will directly support the Department of Health’s mission to protect and improve the health of Washington State residents. Responsibilities:

  • Serves as liaison between business partners and technical staff to ensure business needs are clearly defined, understood, and documented using industry standard requirements documentation methods
  • Elicits, plans, analyzes, and develops business and/or technical requirements, ensuring traceable, concise, accurate documentation maintained in a common repository
  • Leads and/or facilitates the gathering of requirements through interviews, workshops, consultations, site visits, surveys, and business process workflows
  • Validates and verifies business requirements for new software applications and/or modifications, ensuring alignment with business needs and approval by representatives
  • Provides cost estimates based on initial scoping of business changes, refining estimates as requirements progress
  • Collaborates with technical staff to design user interfaces and system functionality, adhering to change management practices
  • Analyzes data structures using Entity Relationship Diagrams to identify dependencies and relationships between elements
  • Identifies system performance issues, prototypes technology solutions, and develops preliminary user interface options for representatives
  • Leads or participates in cost/benefit analysis of proposed solutions, offering recommended options to business partners
  • Defines acceptance criteria for technology solutions supporting business needs through technical analysis and vendor statements
  • Develops, reviews, and implements test plans, test cases, reports, and schedules for software implementations
  • Coordinates with technology staff and business programs to plan and train for releases and upgrades of mission-critical information technology systems

 

Required Qualifications and Experience

Your experience must come from full-time professional work and may have been gained concurrently. Any additional years of experience can replace educational requirements on a year-for-year basis. 

 

Required Qualifications:

  • Option 1: Eight (8) years in one or more of the following IT disciplines: business analysis, testing, or systems development. Of those 8 years the following must apply:
    1. 4+ years of experience as a business analyst.
    2. 2+ years of experience as a Software Analyst, Quality Assurance Tester or Software Developer.

 

  • Option 2: An Associate’s degree or higher and six (6) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: business analysis, testing, or systems development.

 

  • Option 3: A Bachelor’s degree and four (4) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: business analysis, testing, or systems development.

 

Required Experience:

  • Experience in software development processes eliciting user requirements, analyzing and formally documenting business needs, processes and workflows, and using defined formats for functional use cases and business rules.
  • Experience preparing documentation including internal technical documents, system diagrams, use cases, test cases, and user documentation and manuals.
  • Experience in proficiently translating complex technical issues into readily understood concepts for staff, management, and the public.
