Manager, Engineering & Technical Services

SUMMARY: Under the general supervision of the V.P., Generation, the Manager, Engineering & Technical Services supervises and coordinates the activities of the engineering and technical services department in the planning, design, and maintenance of power production systems and equipment. The incumbent develops and implements short and long range power production plans to meet the current and future needs of the cooperative, manages department generation projects, and coordinates department activities with other departments, senior management, and outside services to ensure timely and cost effective implementation of power production goals and objectives.

SUPERVISORY RESPONSIBILITIES: Supervises the employees assigned to the Generation Engineering department.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Includes the following: other duties may be assigned. Plans, develops, implements, and maintains short- and long-range generation projects to meet the current and future needs of the cooperative in an efficient and cost-effective manner. Organizes and supervises generation projects with a goal of providing cost effective systems that provide the level of service necessary to support the business goals of the cooperative. Develops, communicates and submits Construction Work Plan to the Rural Utility Service (RUS). Provides engineering and design support for the cooperative's power plants, coal, gas, fuel oil facilities. Supervises Generation Compliance Specialist to lead and direct NERC compliance activities. Serves as a subject matter expert for NERC compliance as it pertains to Generation Department. Prepares and presents the annual department budget and organizational requirements to support departmental objectives. Monitors and tracks ongoing project and department expenditures against projected project costs and budget objectives. Identifies, analyzes and reports on significant project or budget differences. Supports Senior Management and other departments with information and recommendations on the technical requirements of Generation projects. Recommends department policies and objectives and provides a professional environment in which these objectives can be achieved. Participates in the development and achievement of department employee performance objectives. Monitors performance plan progress for each employee under his/her supervision and provides ongoing guidance and direction for employee development and performance. Leads and directs the activities of the department staff including recruitment, scheduling, development, evaluation, and disciplinary actions. Interacts and negotiates with vendors, outsourcers, and contractors to secure Generation products and services in a timely and professional manner. Develops and establishes disaster recovery procedures for the restoration of generation, in the event of natural disasters, technical failures, power outages, and human interference. Facilitates risk assessments and business impact analyses to identify vulnerable areas within the cooperative's critical functions as it pertains to cyber security and government regulations. Establishes and maintains regular communications with the organization's executives, department heads, Plant Managers, and Distribution Coops, regarding pertinent Generation activities. Participates in communicating with the ACES Power Marketing group. Provides engineering support to other departments as it pertains to the Southwest Power Pool (SPP).

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the education, experience, knowledge, skills, abilities, and behaviors required.

Education and Experience: Bachelor's degree in a directly related engineering field and (10) ten years of progressively responsible experience in the planning, implementation, and operation of Power Production Facilities. Experience in coordinating and supervising the activities of an engineering staff or project staff is required.

Language Skills: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, blueprints, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members. Ability to effectively present information to senior management, outside consultants, and/or member managers.

Mathematical Skills: Ability to apply engineering mathematical concepts reflecting the duties of an experienced and trained engineer.

Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills: To perform this job successfully, an individual should have knowledge of and experience using a personal computer, project management software, and Microsoft Office software.

CERTIFICATES, LICENSES, REGISTRATIONS: A current driver's license is required. Professional Engineering license preferred.

WORK SCHEDULE REQUIREMENTS: The incumbent must be willing to travel on short notice and work a variable work schedule.
